민선 7기 출범 이후 인구 유출 극복과 지역 정주 여건 개선을 위해 민간아파트 건립 및 공공임대주택 공급을 추진해 온 충남 청양군(군수 김돈곤)의 노력이 결실을 맺었다.

김 군수는 28일 군청 대회의실에서 ‘11월 정례브리핑’을 갖고 군이 362세대 규모 ‘충남형 리브투게더 사업’에 선정됐다고 밝혔다.

현재 금성백조에서 추진 중인 182세대 아파트 건립은 2026년 말 준공을 목표로 차질 없이 조성되고 있다.

공공임대주택 공급사업은 교월 1지구 120세대와 고령자 주택 127세대는 공급이 완료됐으나 교월 2지구 및 정산 서정지구 사업이 추진에 난항을 겪었다.

LH 측에서 부담금을 애초 95억 원에서 151억 원이 추가된 246억 원을 요구해 왔고 교부세 감소 등 재정난을 겪고 있는 청양군 입장에서는 사업추진 자체를 재검토해야 할 위기에 처했다.

하지만 주택공급 부족 해소와 주거 여건 안정 도모를 위해선 공공주택사업이 추진이 절실했기에 군에서는 ‘충남형 도시리브투게더 사업’으로 전환을 검토해 추진해 왔다.

‘충남형 도시리브투게더 사업’은 청년과 신혼부부 등 무주택 서민의 주거 안정과 주택 마련 기회 제공, 저출산 위기 극복을 위한 분양전환 공공임대주택 공급사업으로 김태흠 도지사 공약사항이기도 하다.

군의 지속적인 건의로 충남도 계획에 반영됐고 지난 1일 행정안전부에서 지방재정투자심사 합의면제가 결정됨에 따라 아산, 공주와 함께 최종 대상으로 확정됐다.

청양 교월지구는 182세대, 사업비 617억 원(군비 49억 원) 규모이며 정산 서정지구는 160세대, 사업비 524억 원(군비 16억 원) 규모이다.

총사업비 300억 원 이상을 대상으로 하는 행안부 지방재정투자심사 협의 면제가 결정됨에 따라 타당성 조사를 위한 예산은 물론, 행정절차 기간도 줄어 사업 기간이 1년 이상 단축될 것으로 예상된다.

또한, 군비 부담액이 애초 LH 사업 246억 원에서 충남형 도시리브투게더 사업 66억 원으로 180억 원의 예산이 절감됐다.

군은 내년도 1월 충남도, 충남개발공사와 함께 사업추진을 위한 업무협약을 갖고 2026년 상반기 착공이 될 수 있도록 행·재정적 절차 준비를 철저히 하겠다고 밝혔다.

김돈곤 군수는 “젊은 신혼부부, 청년층, 노년층까지도 지역에 거주할 곳이 없어 인근 지역에 거주하는 상황이 안타까웠다”며 “앞으로 충남형 리브투게더 조성은 물론 정주 여건 개선으로 인구증가에 최선을 다하겠다”고 밝혔다.
