대전시와 충남도가 행정구역 통합을 향한 첫발을 내디뎠다. 

이장우 대전시장과 김태흠 충남지사, 조원휘 대전시의회 의장, 홍성현 충남도의회 의장은 21일 옛 충남도청사에서 대전시와 충남도를 통합한 ‘통합 지방자치단체’ 출범 추진을 위한 공동 선언문에 서명했다.

양 시·도는 수도권 일극 체제 극복과 지방소멸 방지를 위해 충청권 행정구역 통합의 필요성에 공감하며, 이번 공동 선언을 통해 통합 논의를 본격화하기로 합의했다. 

공동 선언문에서는 통합 지방자치단체 설치를 위한 특별법 제정을 추진하고, 국가 사무 및 재정 이양을 통해 연방제 국가의 주(州)에 준하는 실질적인 권한과 기능을 확보하기 위한 노력을 기울이기로 했다.

이를 위해 양 시·도는 동수로 ‘(가칭)행정구역통합 민관협의체’를 구성하고, 협의체에서 통합법률안을 마련하여 양 시·도에 제안하기로 했다. 

이후 대전광역시의회 및 충청남도의회 의견을 청취하고, 시·도민 의견을 충분히 수렴하여 통합안을 확정한 후 조속히 통합을 추진할 계획이다.

대전과 충남은 1989년 대전직할시 승격 이후 35년 동안 분리되어 발전해 왔으나, 교통과 정보통신의 발달로 공유하는 생활·경제권이 넓어졌다. 

이에 따라 같은 생활·경제권임에도 불구하고 국책사업 유치 경쟁 과열, 산업 생태계 중복 투자, 광역교통 및 문화·의료시설 등 행정 사무 처리의 어려움과 과잉 투자, 인구 감소로 인한 소도시 재정력 약화 및 행정적 비효율 증가 등의 여러 어려움이 나타났다.

행정통합이 실현되면 대형 국책사업 및 투자 유치를 위한 대전시와 충남도 간의 소모적 경쟁이 줄어들고, 자치단체 경계를 넘어서는 교통망 및 공공시설 구축 등 광역행정 수요에 더 긴밀히 대응할 수 있을 것으로 기대된다. 

또한, 생활권과 행정구역의 불일치로 인한 불편을 효과적으로 해소하고, 규모의 경제를 통해 행정의 효율성을 높일 수 있을 것으로 예상된다.

특히, 대전시(144만 명)와 충남도(213만 명)가 통합할 경우 인구 약 360만 명에 달하게 되며, 대전의 우수한 연구개발 역량과 인적 자본, 충남의 탄탄한 제조업 기반이 시너지를 창출하여 지역의 성장 잠재력을 확대하고, 향후 수도권에 필적하는 광역경제권을 형성할 수 있을 것으로 기대된다.
