서천군의회는 제326회 임시회 제5차 본회의에서 김아진 의원이 대표 발의한 '서천군 인사청문회 조례안'을 가결했다고 8일 밝혔다.

이 조례는 지방자치단체의 출자·출연 기관장 후보자에 대해 지방의회가 인사 검증을 할 수 있도록 개정한 지방자치법에 따른 것으로 지속 가능 재단 사무처장과 내년 신설 예정인 문화관광재단 대표 등을 임명할 때 군 의회가 인사 청문회를 개최하는 내용을 담고 있다.

주요 내용으로는 ▲지방자치법 제47조의2 제1항에 따라 서천군수로부터 인사청문 요청된 사람을 대상으로 진행 ▲의장의 추천으로 6명의 위원이 인사청문특별위원회 구성 ▲인사청문 대상자를 출석하게 하여 질의답변과 의견을 청취 ▲필요한 경우 증인·감정인 또는 참고인으로부터 증언·진술을 청취할 수 있도록 규정했다.

아울러 인사청문회특별위원회는 의장에게 경과 보고서를 제출하며 위원회의 의결 사항을 공개함을 원칙으로 한다.

김 의원은 “지난해 개정된 지방자치법에 따라 지방자치단체장이 지방공사 사장, 지방공단 이사장, 지방자치단체 출자·출연기관의 기관장 등의 직위 중 조례로 정하는 직위의 후보자에 대해 지방의회에 인사청문을 요청할 수 있게 됐다” 면서 “서천군 출자·출연기관의 인사 구성에 있어 군민들께 투명하고 공정한 과정을 공개하고 신뢰를 얻기 위한 과정과 절차를 규정하는 것을 목적으로 조례를 제정했다”고 설명했다.

한편, 서천군은 지방자치단체 출자·출연기관으로 ‘지속 가능 지역재단’이 있으며 문화관광재단은 내년에 신설될 예정이다.
