대전시와 한국전력공사가 7일 국가등록유산‘한전 대전보급소’(동구 신흥동 150-208)의 보존과 활용사업 추진을 위한 업무협약을 체결했다고 밝혔다.

대전시는 한전 전력연구원의 연구소로 사용 중인 한전 대전보급소를 매입, 대전의 첫 지역학 교육‧연구 거점 공간인‘대전학발전소’건립을 추진하고 있다.

이번 협약식은 소유권 이전과 함께, 두 기관이 성공적인 대전학발전소 건립을 위해 함께 노력해 나가겠다는 약속의 의미를 담고 있다.

이날 협약에 따라 대전시는 사업의 중요한 부분을 차지하는 한전 대전보급소의 원형복원에 필요한 한전 측의 고증자료 제공과 대전학발전소 내 건축물의 이력과 역사를 보여주는 기념공간(memorial hall) 조성에도 협력을 기대하고 있다. 

한전도 대전시의 중요한 정책사업을 위해 건물 매도를 결정했지만, 한전 소유로는 60여 년, 길게는 100년이 넘게 전력시설로 사용되어 온 만큼 시민들에게 이 역사 또한 잊히지 않길 바라는 의미에서 이번 협약이 체결됐다. 

이번 협약 체결을 시작으로 대전시와 한전은 대전학발전소의 개관까지 함께 필요한 공동 사업들을 추진해 나갈 예정이다.

대전학발전소는 일제강점기인 1930년 ㈜대전전기의 제3발전소로 건립된 현 한전 대전보급소 내 조성될 예정으로, 9월 12일 제안 공모를 통해 설계안을 확정, 실시설계를 앞두고 있다.

이 사업에는 대전에 남겨진 유일한 산업건축유산인 한전 대전보급소의 원형복원이 포함되어 있으며, 장소와 건축물의 역사성을 창조적으로 계승한다는 의지를 담아 명칭 또한 “대전학발전소 건립”으로 명명했다.

1층은 리모델링을 통해 대전과 관련된 각종 도서와 기록물의 열람과 복제가 가능한 대전학 아카이브가 조성될 계획이며, 2층은 세미나와 컬로퀴엄(colloquium) 같은 각종 학술행사와 강연 등의 교육 프로그램이 운영될 대형 콘퍼런스 홀을 조성한다.

대전학발전소는 내년 초까지 설계를 마치고 약 1년간의 문화유산 보수 및 시설공사를 거쳐 2026년 상반기 개관할 예정이다. 

이장우 대전시장은 협약식에서 “대전시는 광역시, 전국 도시 가운데서도 도시브랜드 평판 전국 1위를 차지한 곳”이라며 “지금은 국가 단위의 경쟁보다는 도시 간 경쟁이 본격화된 시대다. 대전학발전소가 대전의 도시경쟁력에 토대가 되는 중요한 역할을 하게 될 것”이라고 말했다.
