충남도의회가 5일 탄소배출 저감을 위한 자전거 이용 활성화 방안에 대한 의회 차원의 논의를 가졌다.

이를 위해 충남도의회는 5일 도의회 회의실에서 ‘충청남도 탄소중립 위한 자전거이용 활성화 방안 모색’을 주제로 의정토론회를 개최했다고 밝혔다.

이번 토론회는 방한일 의원(예산1·국민의힘)이 좌장을, 이재영 대전세종연구원 선임연구위원이 발제를 맡았으며, 한국교통연구원 정경옥 선임연구위원, 천안시지속가능발전협의회 김우수 사무국장, 대전지속가능발전협의회 추명구 사무처장, 예산군 자전거동호회 천희형 회장, 충남도 도로철도항공과 김용목 과장이 지정토론자를 맡아 열띤 논의가 이루어졌다.

발제를 맡은 이재영 박사는 ‘충청남도, 자전거활성화를 위한 제언’을 주제로 자전거가 탄소중립의 대안인 이유를 설명하고, 해외 도시들의 자전거 활성화 사례와 국내 자전거 이용 현황, 다양한 자전거 정책 등을 소개했다.

토론자로 나선 정경옥 선임연구위원은 ‘충남도의 역할 검토와 종합적이고 지속적인 정책추진의 필요성’에 대해 건의하고, 김우수 사무국장은 ‘생태교통의 중요성’에 대해 피력했다. 추명구 사무처장은 ‘자전거 이용자의 행태적 특성에 근거한 인프라 구축의 중요성’을 주장했고, 천희형 동호회장은 ‘자전거의 장점 홍보를 통한 자전거 이용자 확대의 중요성’을 강조했다.  

김용목 과장은 ‘탄소저감을 위해 탄소 무배출 교통수단인 자전거의 이용 활성화를 위한 충남도의 노력’에 대해 구체적 현황과 정책 방향을 설명했다. 

방한일 의원은 “교통수단별 평균 탄소배출량을 보면 1㎞당 고속열차는 50g, 버스 58g, 지하철 60g, 오토바이 145g, 자동차 208g의 탄소를 배출한다”며 “반면, 탄소배출 0g인 자전거 타기는 지구를 살리기 위한 최적의 교통수단으로 생활 속 실천 운동 자리매김해야 한다”고 주장했다.

그러면서 “도민들이 자전거를 이용하기에 좋은 인프라 시설을 갖추는 것이 행정의 역할”이라고 강조하며, 충남도의 적극적인 노력과 시‧군의 협조를 요청했다.
