"지역대학 ․ 지역경제 죽이는 교육부의 대학정책을 규탄한다"

교육부가(장관 이주호) 수도권에 제2캠퍼스를 둔 지방대 4곳(중부대, 동양대, 경동대, 예원예술대)이 신청한 수도권 캠퍼스 이전을 모두 승인하자 지역사회 반발과 학내 구성원 반발이 심각하다. 

이 중 중부대는 지난달 23일, 충청캠퍼스 4개 전공(호텔비즈니스, 사회복지학 글로벌K-POP, 경찰탐정수사학 전공)에 대해 구성원의 동의 없는 모집중지를 일방적으로 통보하였고 총 72명의 정원을 감축했다. 

그리고 4개 전공(반려동물보건학, 항공서비스학, 자율설계전공학부, 문헌정보학) 총 307명에 대해 고양캠퍼스 이전을 추진했다. 

교육부가 중부대를 포함한 4개 대학의 수도권 캠퍼스간 정원 이동을 승인해준 이유는 이들 대학이 주한미군 반환 공여구역 주변 지역에 있다는 것과 수도권 총 정비계획법상 대학의 총 입학정원을 제한하는 총량제한에 해당되지 않다는 점 때문이다. 

지방대 캠퍼스에서 수도권 캠퍼스로 정원 이동을 하기 위해선 교사 확보율 등 요건이 관건이며, 학생들이 지방에서 수도권으로 이동시 지역 황폐화가 발생하는 지 등을 감안해서 해야 한다. 그럼에도 불구하고 교육부는 이러한 요건을 제대로 검토하지 않은 채 중부대의 고양캠 이전 승인하여 금산군 주민들의 반발이 거세다.

지역 황폐화가 명확해지자 금산군 주민대책위는 교육부와 국회 등에 민원을 제기했고 금산군수, 중부대 등과의 면담을 했음에도 불구하고 이들은 교육부의 결정을 되돌릴 수 없다며, 강행하여 대책위는 연일 교육부 앞과 중부대 앞에서 시위를 이어갔다. 

금산군 주민 대책위는 “지역경제를 말살하는 교육부를 강력 규탄한다”며 소리쳤고 “금산군민을 속이는 중부대를 규탄한다”며 생존을 위한 시위를 이어갔다.  중부대 교수노조는 “중부대 학칙 개정 절차의 위법성과 중노위에서의 단협 위반, 그리고 윤석열 정부의 무학과, 무전공 확대를 통한 지방대 죽이기, 글로컬, 라이즈 등 대형 사업을 통한 지방대 죽이기가 노골화됐다”며 꼬집었다. 

이에 대해 전국교수단체는 “이주호 사회부총리 겸 교육부 장관의 지방대 육성 정책과 캠퍼스간 수도권 정원 이동은 ‘지방대 죽이기’를 위한 전초전”이라며 중부대를 포함한 4개 대학의 수도권 캠퍼스간 이동은 즉각 중단해야 한다“며 강력히 주장했다.
