2024-31 경고장에 따르면 ‘민방위기본법’ 제15조 및 ‘민방위 업무지침(행정안전부)’에 시·군·구청의 장은 매년 1월 지역별 인구대비 적정량 확보를 위한 비상수급계획, 수도관 파열, 정수장 파괴 및 오염 등에 대비한 단계적 계획을 수립토록 규정하고 있다.
그러나 공주시는 2020년 미수립, 2021년 6개월 지연수립, 2023년 3개월 지연수립 하는 등 민방위 비상급수계획수립을 부적정하게 수립했다.
