김영삼 대전시의원(국민의힘, 서구 제2선거구)이 엘리트체육 진흥을 위한 관계 법률 개정을 촉구하는 건의안을 발의했다. 

이번 건의안은 2013년 제정된 ‘학교체육 진흥법’에 따라 다양한 학교체육 정책은 물론 엘리트체육의 발전이 이뤄졌지만, 학교체육에 참여하는 학생 수 대비 학생선수가 감소하고 있는 문제점 해결을 위한 방안으로 법률 개정을 건의하는 내용을 담고 있다.

김 의원은 대전 관내 학교운동부가 2015년에는 204개였지만 2023년 153개로 줄었고, 학생선수 또한 2015년 2,907명에서 2023년 1,814명으로 줄어든 점을 예로 들면서 지역 엘리트체육의 붕괴는 대한민국 체육이 무너지는 원인이 되는 심각한 문제라고 지적했다. 

또한 지방 학교운동부의 위기는 단순 학령인구 감소가 주요 원인이 아니며 근본적인 원인분석과 제도개선이 필요함을 강조했다.

특히, 현행법률상 지방자치단체와 교육청은 학교체육 진흥에 필요한 시책을 마련하고 관련 계획을 5년마다 수립·시행하여야 한다고 규정되어 있지만, 체육활동 활성화를 위한 조치와 학교운동부 운영은 학교장에게 위임되어 있고 주요 사항은 학교별 소위원회와 운영위원회에서 결정하게 되어 있어, 교육청을 비롯한 행정당국과 학교 간의 유기적인 연계가 미흡하고 지역별, 학교별 체육활동에 간극이 크다고 설명했다. 

또한 교육감은 학교장의 학교체육 진흥 조치 사항을 매년 1회 이상 점검해야 하지만 서면점검에 그치고 있어 체육활동은 물론 학교운동부 운영에 대한 정확한 현황 파악이 어려운 법률적 한계를 지적했다.

건의안을 발의한 김영삼 의원은 “우리나라 초등학생의 희망 직업으로 운동선수가 1위를 차지할 만큼 우리 아이들은 운동선수를 꿈꾸지만, 학교 체육활동 환경이 열악하여 엘리트체육 꿈나무들이 꿈을 꿀 수 없는 것이 현실이다”라며, “교육현장을 반영한 법률 개정은 물론 지방자치단체 및 지역체육회와 연계한 전문기구가 설치되어야 한다”고 강조하고, 대전시의회에서 지속적인 관심을 가지고 정책개선을 위해 노력하겠다고 밝혔다.

건의안은 오는 6일 제276회 임시회 1차 본회의에 상정될 예정이다.
