충남 공주시의회가 동유럽으로 의원 연수를 가면서 6명의 언론인을 동행 하려다 논란이 일자 2명으로 축소한 것으로 확인됐다.

 

공주시의회는 오는 4월 22일부터 30일까지 7박 9일간 동유럽 연수에 나선다.

 

이번 연수에는 공주시의원 12명 가운데 더불어민주당 임달희, 임규연 의원과 국민의힘 이범수, 이용성 의원을 제외한 8명의 의원이 연수에 참여한다.

 

공주시의회 홈페이지에 공개한 공무국외출장 계획서에는 이번 연수 목적을 국제적인 안목을 배양하고, 우수정책과 문화유산을 체험해 이를 바탕으로 의원 개인의 역량을 강화해 의정활동에 기여하고자 한다고 했다.

 

8명의 의원과 사무국 직원 6명 기자 2명이 동행하는 이번 연수에 사용되는 예산은 공주시민들의 혈세로 의원 8명에 대한 예산으로 2천7백6십여만 원이 사용된다.

 

사무국 직원 6명의 예산은 20,440,920원으로 이번 공무국외에 사용되는 예산은 모두 48,000,000여만 원이 소요된다.

 

문제는 이번 연수를 추진 하는 과정에 공주시의회가 동행 언론인을 선정하는 과정에 우왕좌왕 하는 모습을 보이면서 눈살을 찌뿌리게 하고 있다는데 있다.

 

공주시의회는 이번 연수에 동행할 언론인을 선정하면서 공주시를 출입하고 있는 3개의 기자회를 통해 동행 취재에 참여할 언론인 추천을 의뢰한 것으로 확인됐다.

 

공주시의회는 이 과정에서 동행 기자 선정을 놓고 볼썽사나운 모습을 연출하는가 하면 특히 윤구병 의장의 애매모호한 선심성 발언을 놓고 선거법 위반 논란까지 붉어지다 보니 시의회는 벌집을 쑤셔놓은 듯한 분위기다.

 

더구나 동행 기자들에 대해 취재비 명목으로 1인당 광고료 220만원을 지원한다는 말이 흘러나오고 있어 취재를 위해 동행하는 언론인들에게 돈을 지원하고 있는 것 아니냐는 지적이 나오고 있다.

 

이같은 지적이 일자 지역에서는 제22대 국회의원 선거를 앞둔 시점에서  시의회의 경비 지원 처사가 적절한지를 놓고 곱지 않은 시선을 보내고 있다.

 

시의회에 따르면, 당초 공주시의회는 시의원 12명 중 8명의 의원이 해외연수를 떠날 예정으로 당초 기자는 공주시 3개 기자협회에서 순번에 의해 각 1명씩, 총 3명이 동행하기로 했다.

 

그런데 의회는 갑자기 총 6명의 기자가 이번 연수에 동행하게 됐다며 3개 기자협회 사무국장에게 통보했다.

 

이에 동행 취재기자로 연수에 참여하기로 했던 A기자는 “의원 8명 연수에 기자 6명이 따라 간다는 게 말이 되는가? 이건 의원연수인지 기자연수인지 ‘소가 웃을 일’”이라며 동행하지 않겟다고 통보했다.

 

이 말을 전해 들은 의회는 그중에서 2명을 제외하고, 4명으로 압축해 가겠다면서 A기자에게 여권 사본을 요청했다.

 

이에 A기자는 “4명도 많다. 해외연수 경비 일체를 본인 자부담(약 450여만원 예상, 항공료 사정으로 변동 있음)으로 간다고는 하지만, 공주시 개청 이후 의원연수에 동참한 기자는 3명이 넘은 일이 없었다”고 지적했다.

 

이후 문제는 더 크게 발생했다. 3개 기자협회에서 1명씩 가기로 약속해 놓고 유독 하나의 협회에서만 2명이 가는 불공정한 일이 발생한 것이다.

 

이는 윤구병 의장이 월권을 행사해 기자협회에서 협의한 3명에 1명의 기자를 특정해 임의로 추가 선정했다는 말이 나왔기 때문이다.

 

여기에 기자들의 자존심을 건드리는 말까지 흘러나왔다. 추가로 1명을 선정한 것은 글을 잘 쓰는 기자라서 윤 의장이 같이 가자고 요청했다는 것.

이에 윤구병 의장은 “그게 아니다. B모 기자가 의장실로 찾아와 자신은 어떤 지원도 필요 없고, 같이 가고 싶으니 가게 해달라고 부탁했다”며 “지난해 의원연수 당시에도 동행해 현지에서 기사를 여러 차례 써줘서 같이 가려고 했을 뿐, 의장이 글 잘 쓰는 기자라서 가자고 먼저 제안한 것은 절대 아니다. 삼자대면을 해보면 알게 될 것”이라고 했다.
