대전지역에서 육가공업을 하고 있는 소상공인들이 대전시가 추진하고 있는 200억 원대 학교급식용 육류 수의계약 진행을 철회해 달라는 탄원서를 대전시에 제출했다.

이들 소상공인들은 22일 대전시청 민원실을 찾아 각 업체 대표들이 작성한 탄원서를 첨부한 민원 서류를 접수했다고 밝혔다.

소상공인 A씨는 탄원서에서 대전시가 전국의 모든 지역들이 소상공인들을 살리는 정책을 시행하고 있는데 대전시는 반대호 대전지역만 소상공인들을 살리는 정책이 아니라 특정업체만 배불리는정책을 시행하고 있다고 지적했다.

탄원서에는 또 대전시의 이러한 정책으로 인해 많은 소상공인들이 폐업까지 가게되는 어려움에 처해있다는 하소연과 함께 대전시가 시행하고 있는 사업이 학생들에게 질좋은 고기를 공급하기 위한 사업인데, 그 반대로 학생들은 질좋은 고기를 먹지 못하고 있다고 지적했다.

탄원서는 또 대전시가 불시에 위생 점검을 한다고 했지만 실상은 날짜와 시간까지 정해서 방문하는 점검을 실시했다며 이런 점검이 무슨 소용이 있는지 궁금하다는 내용을 담고있다.

또 다른 B씨는 탄원서에서 대전시가 공동구매라는 명분으로 시행하고 있는 수의계약 추진은 어려운 시기에 대전 소상공인들을 사지로 내몰고 있는 사업이라고 혹평했다.

시작부터 잘못되었다고 지적한 탄원서에는 육류,가금류는 매일같이 가격이 변동되는데 대전시 급식지원센터가 가격을 고정시켜버리고 선정된체들에게 그 부담을 강요해왔다고 주장했다.

그러면서 대전시가 단 한번도 제안서에 따른 가격협상이나 조정은 없었고 기준조차 공개하지 않는 등 본인들의 선정한 가격을 통보하고 선정업체들에게 동의를 강요해 왔다며 대전시의 갑질 의혹을 제기했다.

탄원서에는 또 대전시청급식지원센터가 공동구매사업 업체선정기준을 제시했지만 지난 3년동안 전혀 납득할 수 없는 대다수의 업체들이 선정돼 특혜를 누려왔다고 특혜 의혹을 제기했다.

한편 이날 대전시에 탄원서를 제출한 소상인들은 대전시의회 앞에서 대전시의 200억 원대 수의계약 추진 철회를 촉구하는 집회를 열었었다.
