충남도의회 기획경제위원회(이하 기경위)가 소관 부서에 대한 2023년도 2회 추가경정예산안 및 2024년도 본예산안 심사를 완료했다.

기경위는 이번 예산안 심사에서 투자통상정책관 소관 위탁 사업 관련 위탁동의 사전절차 위반 등을 지적하고 내년도 본예산안 심사를 했다.

기경위는 지난 6일 열린 제348회 정례회 제5차 회의에서 기경위 소관 예산안 조정에 나서 2023년도 제2회 추가경정예산안 심사와 관련, 12월 15일 제4차 본회의에서 예산안이 최종 의결될 경우 2023년도가 16일밖에 남지 않은 상황에서 편성한 국내여비와 기관운영업무추진비 등 총 4800만원을 감액하였다.

이어서 2024년도 본예산안에서는 총 80억 5790만원을 감액했다. 

이날 심사에서 기경위가 삭감한 내역을 보면 투자통상정책관 소관 공공기관 위탁사업의 경우 ‘충청남도 사무의 공공기관 위탁･대행에 관한 조례’에 따라 예산 편성 전 위탁 동의를 받아야 함에도, 이러한 사전절차를 미리 이행하지 않은 사유로 38억 5000만원을 감액하는 등 총 47억원을 감액했다.  

기획조정실 소관은 금년도 행정사무감사에서 사업수행 기관 선정 등 전반적으로 많은 문제가 드러난 충청남도평생교육인재육성진흥원에 출연하려는 청소년 해외연수 사업에 대해 2024년도 예산 요구액 15억원 중 5억원을 감액하는 등 17개 사업에서 총 20억 2320만원을 감액하였다.

산업경제실 소관은 행사운영비를 과다 계상한 과학기술진흥사업 지원에 대해 3000만원을 감액하고 회의비 등 불필요한 예산을 계상한 소기업형 스마트공장 구축 사업에 1400만원을 감액하는 등 10개 사업 총 13억 3470만원을 감액하였다.

한편, 투자통상정책관 소관의 ‘충청남도 수출 중소기업 해외마케팅 지원 사무의 공공기관 위탁(대행) 동의안’을 심의했던 제1차 회의에서 본예산 편성 내역과 사업 내용이 상이하여 동의안이 보류된 바 있는데, 이날은 동의안의 수정안을 포함하여 재차 상정해 심사할 예정이었으나, 투자통상정책관의 불출석으로 상정이 불발됐다. 

김명숙 위원장은 투자통상정책관의 불출석과 관련하여 “예산안과 동의안이 동시에 올라와 절차를 위반했음에도 수출 관련 내용이 상당 부분 있어 이를 심사해 통과시키고자 수정안 제출을 요구했지만, 불출석사유서도 제출하지 않은 채 출석을 하지 않았다”며 “공직자라면 국외에 가서 투자협약을 받아오기 전에 인건비, 운영비, 사업비 등 예산을 우선 확보해야 한다”고 강조했다. 

그러면서 “이러한 무책임한 행동으로 많은 도민에게 어려움이 갈 수도 있을 것”이라며 “그럼에도 의회가 절차를 위반할 수 없어 부득이하게 삭감한 부분이 있다. 집행부에서도 사정을 잘 헤아려 대처해주시길 바란다”고 당부했다.
