충남 아산시의회 제245회 임시회가 개회된 가운데 지난 23일 제3차 본 회의에서 김미영‧안정근‧맹의석‧천철호‧홍성표‧김미성 의원들이 아산시 주요 현안에 대한 시정질의를 실시했다.

2일째 진행된 시정 질의에서 의원들은 질의를 통해 조일교 부시장의 답변을 듣고 보충질의를 하는 등 열정적인 질의를 실시했다.

먼저 시정 질의에 나선 김미영 의원은 ‘탕정 복합커뮤니티센터 건립 계획’에 대해, 해당 부서에서 예산 및 사업지까지 검토한 사항을 아산시에서 검토하고 있지 않다고 답변한 이유를 물으며 “동부권 지역은 급격한 인구 증가로 공공서비스 수요가 늘고 있는 지역으로 균형발전 차원에서 권역별 설치도 중요하지만 인구도 배제하면 안 된다”며 ”아산시 미래 성장을 위해 구체적인 추진 계획과 대책 마련이 시급하다”고 말하면서 ‘탕정2 신도시 진행 상황’에 대해 “상업 및 문화 공간 사업 청사진이 언제쯤 확정되는지”를 질의 했다.

이어진 질의에서 안정근 의원은 ‘배방 폐철로 부지 활용방안’에 대해, 질의했고 “배방 폐철로 부지 구간에 형성된 근린공원의 경우 아산시 도시개발과가 담당하고 있지만 시민들은 공원녹지과를 생각하고 민원을 넣는다”며 “시민들이 자주 이용하는 공원 중 하나인 만큼 민원 처리 과정에서 악순환을 방지하기 위해 담당부서 일원화 등 행정의 발 빠른 대처와 개선이 필요하다”고 말했다.

세 번째 질문자로 나선 맹의석 의원은 ’아산시 재난대비 곡교천 하천관리 계획‘에 대해 질의하면서 “기후변화에 따른 기습적 폭우와 장마철 홍수에 대응하여 하천 정비가 제대로 구축하지 않는다면 온양천과 곡교천 일대 침수 피해가 반복될 것”이라고 말하고 “곡교천의 지천 중 7개 하천은 천안 지역으로 곡교천 수위에 상당한 영향을 주므로 재난대비책으로 천안시와 상호유기적 협의가 우선”이라며 활용 방안을 제시했다.

천철호 의원은 ’청소년 방과 후 아카데미의 필요성‘에 대해 질의하면서 송남중학교 ’청소년방과후아카데미‘ 사업 중단 사태를 언급하며 “청소년 방과 후 아카데미는 청소년들의 자립역량과 건강한 성장을 도와주고 돌봄이 필요한 가정에 교육복지는 필수적”이라며 강조했고 “아산시 권역별로 균등하게 방과 후 아카데미와 돌봄 서비스 운영을 체계적으로 구축시켜 달라”고 주문하고,  ’아산시 자원봉사센터장 선임 과정‘에 대해 “특혜 없이 임용 절차에 공정하게 채용되었는지”를 질의했다.

다섯 번째 질문자로 나선 홍성표 의원은 ‘2023년 국‧도비 매칭사업 중 의회 미보고된 편성 불이행 사업 현황’과 ‘2024년 국‧도비 확보 추진 현황’에 대해 질의하고, 2024년 국‧도비 확보와 관련하여 “정부가 긴축 예산을 편성하는 어려운 여건 속에서도 정부예산 목표액 1조 원 대비 65억 원 초과 달성한 성과에 진심으로 감사드린다”면서도 “지역구 국회의원이 건의한 여러 사업들을 민선 8기 시정철학과 맞지 않는다는 이유로 반영이 안 되었다”며 안타까워했다..

여섯 번째 질문자로 나선 김미성 의원은 ‘문화행사 평가 및 향후 개선 방향’에 대해 질의하면서 화려한 축제와 행사의 이면에는 쪼개기 계약과 페이퍼 컴퍼니 계약의 남발로 특정 인물과 특정 업체에 일감 몰아주기 의혹이 상당수 발견됐다며 행사 추진 과정의 문제점을 지적했다.
