대전시의회 교육위원회 김민숙 의원(더불어민주당, 비례)이 특수교육 현장의 생생한 목소리를 경청하고 정책을 고민하는 시간을 가졌다.

이를 위해 김민숙 의원은 24일 오후 2시 대전시의회에서‘대전광역시교육청 특수교육 환경 개선 및 발전 방향 모색 정책토론회’를 개최했다. 

이날 토론회는 대전시교육청 특수교육 현황을 살펴보고 전문가 의견과 교육 현장의 목소리를 청취하여 특수교육의 환경 개선과 발전 방향을 모색하기 위해 마련되었다. 

발제 주제는 ‘대전시 관내 특수학교(급) 현황과 특수교사가 바라본 문제점’으로 이윤경 대전교사노동조합 위원장이 대전 특수교육의 현황과 특수교사들의 다양한 목소리 소개를 통해 교육정책에 반영할 것을 제안하는 내용을 발표했다. 

이날 토론자로는 장은미 전국특수교사노동조합 위원장 ,정효철 건양대 중등특수교육과 겸임교수 ,손민규 유성중학교 특수학급 교사 ,명지현 대전둔원초 특수학급 교사 ,유혁성 대전자운초 특수학급 학부모 ,권순오 대전시교육청 특수교육담당 장학관이 참석하여 주제와 관련하여 열띤 토론을 펼쳤다. 

토론자로 나선 장은미 전국특수교사노조 위원장은 교사를 대상으로 한 설문조사를 통해 교사가 인식하는 교육현장의 문제점 및 개선 방향을 제시하고, 보호받지 못하는 특수교육활동을 문제로 지적하며 개선의 필요성을 강조했다.

이어 정효철 건양대 겸임교수는 학령인구 감소 추세에서 특수교육대상자는 매년 증가하는 것을 지적하며, 비장애학생과 장애학생 함께 수업 받는 통합교육의 중요성에 대해 언급했다.

토론회에서는 학교 현장에서 근무하는 교사의 목소리도 이어졌다. 

손민규 유성중 교사는 고교학점제 도입 취지를 살려 특수교육대상자의 학습권을 보장하고 학교 밖 학습경험의 활용을 통해 학생들의 선택의 폭을 확대할 것을 제안했고, 명지현 대전둔원초 교사는 학교에 배치된 사회복무요원의 문제점을 지적하며, 전문인력이 특수교육 대상 학생을 지원할 수 있도록 해야 한다고 주장했다.

특수학급 학생 학부모 권혁성 씨는 장애 학생들은 자기 권리를 학교에서 하나하나 배워야만 하므로 모든 학교 관계자분들이 아이들에게 배려와 많은 관심을 줄 것을 주문했다.
