충남 천안시가 공동주택 경비원 등 근로자 보호와 처우 개선에 앞장선다.

그동안 공동주택에 근무하고 있는 경비원 등 근로자들에 대한 크고작은 불상사가 발생하면서 공동주택 관리·감독 책임이 있는 지방자치단체가 아파트 경비원 처우개선 등을 위해 적극적으로 나서야 한다는 지적이 제기됐었다.

이런 가운데 천안시는 ‘천안시 공동주택 노동자 인권보호 및 증진 조례’를 2021년 4월경 제정해 2022년 순수 시비로 경비·청소미화원 등의 경비실과 휴게시설 냉·난방기 지원사업을 추진하는 등 경비원과 미화원 등 근로자 보호를 위해 적극 앞장서고 있다.

천안시는 특히 총사업비 2785만여 원을 들여 지역 내 14개 단지 33개소 경비실과 휴게시설에  냉·난방기 설치비를 지원해 열악한 근무환경에 처한 공동주택 노동자의 처우개선을 위해 노력했다.

또, 공동주택관리법령이 정한 공동주택 노동자 괴롭힘 방지 규정을 해당 아파트 관리규약에 반영하지 않은 43개 단지를 대상으로 조속한 시일 내 관리규약에 반영할 것을 행정 지도해 공동주택 노동자들의 인권 및 보호에 정진했다.
