대전시가 금고동으로 이전이 확정된 원촌동 대전하수처리장 부지를 바이오헬스케어사업 을 위해 사용하겠다는 뜻을 처음으로 밝혔다.

 

이장우 대전시장은 2일 열린 대전시의회 제269회 임시회 제2차 본회의에서 조원휘 의원의 시정질의를 받은 자리에서 답변을 통해 이같이 밝혔다.

 

조원휘 의원은 이날 이 시장을 상대로 현재 추진하고 있는 산업단지의 조속한 추진을 당부했고, 이 시장은 산업단지 추진을 설명하는 자리에서 이같이 답변했다.

 

먼저 이장우 시장은 공동주택과 산업용지를 혼용해 개발하려는 원촌동 하수처리장 부지 활용에 대해 아파트는 건설하지 않을 예정이라는 의지를 보였다.

 

이 시장은 "하수종말처리장을 금고동으로 이전한 뒤 원촌동 부지에는 아파트를 지을 생각이 없으며 이곳을 바이오헬스케어 사업을 위해 쓸 예정"이라고 말했다.

 

금고동으로 이전이 확정된 원촌동 하수처리장 부지는 40만4000㎡ 규모로 대덕연구개발특구 지역에 포함되어 있다.

대전시는 지난 2014년 원촌동 하수처리장 조기 이전을 위한 재원마련 대책의 하나로 공동주택인 아파트를 건설하는 방안을 검토했고, 산업단지 조성과 경제성을 위해 사실상 아파트 건설을 추진해왔다.

 

당시 대전시의 공동주택 건설 계획은 민자사업으로 추진하는 하수처리장 이전사업이 경제성이 떨어지면서 기재부의 예타통과가 불분명한 상황에서 아파트 건설이라는 조건을 제시하면서 예타 통과를 한 것으로 알려졌다.

 

당시 아파트 건설안을 제시하는데는 대덕특구본부의 역할도 한 몫 하면서 예타를 통과했다.

 

대덕특구본부는 하수처리장 부지 내에 아파트를 건설 할 수 있도록 하는 특부본부의 의견을 대전시에 제시했고, 대전시는 이를 근거로 예타를 통과 했다는게 당시 관계자의 전언이다.

 

하지만 이장우 대전시장이 이날 아파트건설은 하지 않을 뜻을 보이면서 아파트가 건설될 것으로 기대를 모았던 인근 전민동 등 주민들의 반대가 예상되면서 하수처리장 부지 활용은 새로운 국면을 맞을 것으로 보인다.

 

한편 대전하수처리장 시설현대화 민간 투자사업은 총 7214억원을 들여 원촌동 하수처리장과 오정동 분뇨처리장을 유성구 금고동 103번지로 통합 이전하는 사업으로 한화건설이 민간투자사업방식(BTO-a)으로 올해 착공에 들어가 2028년 준공을 목표로 하고 있다.
