“1월 24일을 ‘국가평화의 날’로 지정하는 것은 필리핀 평화 확산 정착에 중요한 역할을 할 것”이라는 주장이 나왔다.

지난 1월 25일 필리핀국제컨벤션센터(PICC)에서 개최된 ‘제1회 필리핀 국가평화회의’에서다.

이날 발제자로 나선 윤현숙 ㈔세계여성평화그룹(IWPG) 대표는 ‘제1회 필리핀 국가평화회의’에 참가해 “1월 24일을 ‘국가평화의 날’로 지정하는 것은 필리핀 평화 확산 정착에 중요한 역할을 할 것”이라고 밝혔다.

여성 세션에서 윤현숙 대표는 ”평화는 다른 누군가가 이뤄주는 것이 아니라 국가 전반을 움직일 수 있는 영향력있는 여성 리더들이 노력을 해서 만들어야 한다”며 ‘국가평화의 날’ 지정과 ‘지구촌 전쟁종식 평화 선언문’(DPCW)의 법제화 지지를 위해 여성 리더들이 목소리를 보태어 줄 것을 촉구했다.

특히 이날 회의에서는 "여성들도 경제활동을 해서 자유를 얻어야 한다“는 주장도 나왔다.

두번째 발제자로 나선 미르나 야오 필리핀여성지방평의회연합 대표는 ”필리핀 첫 여성 대통령은 여성을 위해 법 제정을 했고, 여성들도 경제활동을 해서 자유를 얻어야 한다“면서 ”여성들은 가정에서도 직업이 있지만 사회에서도 사회인으로 활동을 해야된다”라고 주문했다.

“지속가능한 평화를 위해서는 평화 교육이 필요하고 여성들이 먼저 교육을 받아야 한다"는 분석도 제기됐다.

1부는 각계각층의 1500여명 회원들과 국회의원, 대학 총장, 교육자, 청년 및 여성 지도자, 종교 지도자, 언론인 등이 참석한 가운데 전체회의로 열렸다. 

이후 분과별 세션이 여성 지도자들은 ‘지속가능한 평화의 동반자로서 여성의 중요한 역할’이란 주제로 토의 순으로  진행됐으며 마리아 팀볼 카팔롱 다바오 델 노르텔 시장이 좌장을 맡았다.

발제는 윤현숙 대표, 미르나 야오 필리핀여성지방평의회연합 대표, 세실리아 가스콘 불라칸 주립대학교 총장 순으로 이어졌다.

‘국가평화의 날’ 지정은, 지난 2014년 1월 24일 하늘문화세계평화광복(HWPL) 이만희 대표가 민다나오에서 40여년간 12만 명 이상의 사망자가 발생한 필리핀 정부와 모로인 간의 분쟁을 ‘민간 평화 협정’으로 종식한 것을 기념하고, 지속적인 평화 행보를 이어가기 위해 기획됐다.

2014년 1월 평화협정이 체결된 이후 IWPG 또한 필리핀 내에 마닐라, 마긴다나오, 델 노르테, 파시그, 퀘손 5개 지역에 지부를 세우고 여성평화리더 양성 및 IWPG 홍보대사 위촉 등의 활동을 이어왔다. 지난 9월에는 다바오 데 오로 지역에 ‘제1호 IWPG 평화활동 기념비’가 세워졌다.

한편, IWPG는 이번 행사가 각계각층의 지도자들이 모여 토론하며 평화를 기반으로 한 국가 통합의 로드맵을 만들고, 나아가 앞으로 지구촌의 평화를 선도하는 국가로 도약하게 되는 시발점이 될 것으로 자평했다.
