세종시의회 김동빈,김영현,김현미,김현옥,김효숙 의원이 30일 열린 새해 첫 정례회인 제80회 1차 본회의에서 5분 자유발언을 통해 세종시의 현안질문과 정책 제안을 하면서 눈길을 끌었다.

먼저 김동빈 의원(부강‧금남면‧대평동, 국민의힘)은 이날 5분 발언에서 읍면지역 장기 미집행 도시계획도로 사업의 중요성과 시급성을 강조하며 조속한 추진을 위한 대안 마련을 촉구했다.

김 의원에 따르면 도시계획시설로 지정된 이후 집행되지 못한 세종시 내 미집행 도시계획시설은 2022년 12월 기준 총 513개소로 43만 3,348㎡ 규모로, 이 가운데 도로의 비중은 446개소로 87%를 차지하고 있고, 면적은 32만 2,186㎡다.

특히 김 의원은 도시계획도로로 지정된 지 10년 이상 경과한 장기 미집행 도로가 357개소로 도시계획시설 전체의 80%를 차지하고 있고, 69년 전에 지정된 이후 지금까지 도로가 개설되지 않은 곳도 있다고 지적했다. 

그러면서 김 의원은“세종시가 강력한 의지로 읍면지역 도시계획도로 개설을 조속히 추진하고 재원 확보를 위한 과감한 결정과 면밀한 계획 수립해야 한다”고 촉구했다.

김영현 의원(반곡‧집현‧합강동, 더불어민주당)은 세종시 신호등 운영체계 개선방안으로 신호등 설치 간격 적정성 검토와 세종자치경찰 중심의 협력체계 구축을 제시했다.

김 의원은 “신호체계 개선 방안이 효과적으로 이행되기 위해서는 세종시, 행복청, LH, 경찰서, 도로교통공단 등 관계기관의 공조가 필수적”이라며 “개선된 신호체계의 안정적인 운영과 유지를 위해 세종자치경찰을 중심으로 하는 협력체계가 구축되어야 한다”고 강조했다. 

그러면서“교통신호체계는 시민 안전과 직결되는 문제”라고 역설하며, “체계적이고 효율적인 교통신호 운영을 통해 시민이 안전하고 만족하는 교통정책 구현에 최선을 다해 달라”고 당부했다.

김현미 의원(소담동, 더불어민주당)은 올해 3월에 세종충남대병원에 설립될 소아전문응급의료센터에 대해 “세종시가 직접 운영하겠다는 각오로 행재정적 지원을 할 필요가 있다”고 주장했다.

김 의원은 이날 세종시의 소아‧청소년들의 건강권이 위협받는 현실을 지적하면서 세종시에는 어린이 병원이나 병상수가 다른 도시에 비해 절대적으로 부족한 데다 소아전문응급병원조차 없는 상황이라는 점을 큰 문제로 지적했다.

이날 김 의원은 “앞으로 개원할 세종 소아전문응급의료센터가 안정적으로 운영될 수 있도록 선제적으로 세종시 차원의 지원체계를 마련해 달라”고 요구했다.

김현옥 의원(새롬동, 더불어민주당)은‘크린넷 관리와 유지보수에 대한 시 차원의 대책 마련’을 촉구했다. 

김현옥 의원은 이날 “막대한 혈세를 들여 크린넷을 설치‧관리하고 있지만 각종 문제점으로 시민의 불편과 불만이 크다”고 지적하고,  현재까지 투입된 크린넷 집하장 설치 비용만 3275억원인데 2028년까지 2052억원을 더 들여 추가로 집하장을 설치할 예정이며 최근 3년간 위탁운영비만 291억원이 넘는다면서 시 차원의 대책이 필요함을 지적했다.

그러면서 김 의원은 “크린넷 특성상 수선유지비가 향후 계속 증가할 것으로 예상되는 만큼 시는 대책 마련을 미뤄선 안 된다”면서 “세종시는 크린넷을 시민들이 만족하는 쾌적하고 위생적인 친환경 도시기반시설로 운영‧관리하도록 최선을 다해달라”고 당부했다.

김효숙 의원(나성동, 더불어민주당)은 제설 안전불감증과 늑장 대응을 지적하며 시민 안전과 직결된 보행로 제설 작업에 대한 적극 행정을 촉구했다. 

이날 발언에서 김효숙 의원은 적설량 8.7cm를 기록한 지난해 12월 13일을 언급하며 세종시가 대전시와 ‘제설 작업 구역 혼선’이라는 이유로 주요 도로 제설에 늑장 대응해 다음날 출근길 마비 사태를 야기했다고 비판하고, 더욱이 제설 작업의 골든타임을 놓쳐 빙판길이 된 시내 곳곳의 보행로가 더 큰 문제였다면서 세종시의 대응에 문제가 있음을 지적했다.
