공주시, 탄천산단 공공시설 부실관리 우려...

충남 공주시가 산업단지 조성 후 공공 기반시설 관리를 등한시 하면서 입주 기업들 피해가 우려되고 있다.

 

공주시 탄천면에는  지난 2014년 충남개발공사가 준공한 99만7000m² 규모의 탄천산업단지(이하 산단)에 29개업체가 입주해 생산활동을 하고 있다.

 

당시 산단 준공을 마친 충남개발공사는 공주시에서 관리해야 할 시설물 이관을 추진했다.

 

정상적이라면 산단내 시설물을 각 소관부서에서 이관을 받아 체계적인 관리를 해야 함에도 어찌된 일인지 이들 모든 시설이 경제과 한 곳에서 이관을 받았다.

 

상황이 이렇다 보니 산단내에서 크고 작은 민원이 발생 할 때마다 경제과에서 민원을 처리해야 하는 문제가 발생했다.

 

산단을 관리하고 있는 현지인은 이러한 기형적인 시설물 관리 문제에 대해 당시 소관부서에서 시설물 이관을 받는 것에 거부감을 나타냈다는 말을 들었다고 말하고, 이관을 받은 경제과에서 전체 시설물을 관리하다 보니 관리에 어려움이 있는 것은 사실인것 같다고 말했다.

 

공주시가 산단 조성 뒤 단지 내 인프라를 주무 부서로 이관하지 않은 시설은 상하수도, 도로, 전기시설, 하천, 소화전 등이다. 각각 시 상하수도·도로·교통·건설과와 소방서에서 맡아야 한다.

 

하지만 현재까지 이 모든 시설물을 경제과에서 관리를 하고 있는 것으로 나타났다.

 

5일 산단 관리사무소는 공주시로 이관된 시설 모두를 8년째 공주시 경제과에서 통째로 떠안고 있는 바람에 망실·훼손 후 수리가 늦어지고, 대처능력이 떨어져 입주 기업들의 불편이 여간 큰게 아니라고 호소했다.

 

최근 산단 관리사무소는 단지내 가로등 전구와 전원 차단기가 훼손돼 즉시 수리를 해줄수 있는 도로과에 접수했으나 “경제과에서 맡은 업무라 못해준다”는 답변을 받았고, 관리부서인 경제과는 고작 몇십만원짜리 일거리를 발주·계약할 수 없어 산단은 자비를 들여 고쳐 썼다고 밝혔다.

이뿐만이 아니라 수도 시설도 시 상하수도과에서 관리하지 않는 탓에 수돗물 값을 산단이 수자원공사에 직접 납부하는 실정이고, 이 때문에 얼마전 화재시 사용한 소화전 물값을 고스란히 산단 입주사가 부담했다.

 

수년전 구제역 방제에 쓴 소독용 물값 역시 모두 산단 비용으로 처리했다.

 

산단 중앙을 흐르는 하천이 수시로 범람하고 제방이 유실돼도 시가 즉시 수리를 안해줘 붕괴 위험을 안고 사는 실정이라고 산단 관계자는 밝혔다.

 

특히 소화전은 화재 등 대형 재난에 대비해야 하는 비상 시설이지만 관련기관인 소방서로 이관을 안한 채 비전문기관인 시가 붙잡고 있어 안전불감증 우려를 낳고 있다.

 

이에 대해 소방서 관계자는 “1년에 1번씩 시, 소방서, 경찰서가 함께 참여하는 ‘용수위원회’를 열어 미인수 소화전 운영 방안을 논의한다”며 “공주시가 산단 소화전 인수를 요청하면 적극 수용 할 것”이라고 밝혔다.

 

산단은 이밖에도 도로파손, 맨홀 뚜껑 망실, 전기시설 노후화, 상수도 동파방지 시설 교체 등 크고 작은 보수에 드는 비용이 꾸준히 증가하는 실정이라며 언제 무슨 사고가 터질지 몰라 불안해 하고 있다.

 

문제의 지적이 일자 공주시 관계자는 현재 해당부서로의 이관을 진행중이라고 밝혔다.
