이응우 계룡시장직 인수위 당시 인수위원 가운데 다수가 출근도 하지 않고 수당을 받아챙겼다는 의혹이 제기돼 사실로 판명될 경우 파장이 예상된다.

 

계룡시의회 이청환 의원(더불어민주당, 현 부의장)은 시장직 인수위원 17명 가운데 4명 정도가 출근도 하지않고 대리 서명을 통한 수당 챙기기를 시도한 의혹을 제기했다.

 

이 의원은 계룡시의회 제163회 2차 정례회 행정사무감사에서 기획감사실을 상대로한 질의에서 이같은 사실을 집중 거론하고 "환수 될 때까지 계속 거론하겠다"며 집행부를 압박했다.

 

이청환 의원은 이날 질의에서 “민선 8기 출범을 앞두고 이응우 계룡시장의 원활한 시정 업무를 지원하기 위해 이번에 지방자치법에 근거한 지방자치단체직 인수위원회를 설치했으나 일부 인수위원들이 업무는 고사하고 출근도 하지 않고 수당을 지급받았다”면서 집행부를 상대로 맹폭을 가했다.

 

이어진 질의에서 이 의원은 "도대체 시장직 인수위원회에 나오지도 않은 사람에게 돈이 나간것으로 아는데 이는 배임이며 공문서 위조가 아니냐"고 목청을 높이고, "시장의 첫 출발인 인수위때부터 이렇게 허위 작성하여 세금을 주어도 되느냐"고 따져 물었다.

 

그러면서 "서명도 위조인데 잘못된 부분은 고발하고 환수해야 한다"고 관련자 고발 가능성을 시사했다. 

 

이어 “기획감사실은 이같은 실상을 제대로 파악하고 있느냐”고 추궁했고, 이 의원의 질타에 이광욱 실장이 "개별적으로 일일이 확인하기 못했다"고 답변했다.

 

감사실장의 답변에 이 의원은 “인수위원회 활동 기간이 20일 인데 17명의 위원 중 4명이 출근도 하지 않고 특정인을 시켜 출근부에 출근서명을 하도록 하고, 수당만 지급받는 일이 벌어졌다”고 허위 수당 챙기기를 거듭 제기하고 “인수위 첫 단계부터 이런 부정행위를 저지른 새 집행부를 계룡시민들이 과연 신뢰하고 지지할 수 있겠느냐”면서 집행부에 대한 시민들의 집단적 불신 가능성을 제기했다.

 

이어 이 의원은 "명확히 조사해 환수하라"고 촉구하고 "시장의 첫 출발부터 이런 비리가 있었는데, 참으로 창피해서 얼굴을 들을 수가 없다"고 탄식성 발언을 하면서 "시장의 묵인인지 아니면 담당 공무원의 의도적 조작인지 밝혀라"고 하면서 집행부에 실체적 진실을 밝힐것을 촉구했다.
