대전시의회 복지환경위원회(이하 복환위)가 행정사무감사 기간 중 타 상임위 피감기관을 방문해 현황 설명을 듣고 질문과 답변을 듣는 의정활동을 하면서 빈축을 사고 있다.

복환위는 지난 15일 복지환경위원 5명, 복지환경전문위원 소속 직원 6명이 함께 행정사무감사 현장방문 일정에 따라 금고동 위생매립장을 현장방문 했다.

복환위는 이날 금고동 위생매립장에서 환경자원사업소장으로부터 운영현황 등을 청취하고, 음식물 처리시설과 폐기물 연료화 시설 현장을 각각 둘러보며 시설을 점검했다.  

실제 이날 현장을 방문한 복환위 안경자 의원은 "매립장은 시민 모두를 위한 사회기반 시설이니 만큼 운영관리에 누수가 없도록 만전을 기해 달라"고 말했고, 이금선 의원은 "2025년 금고동 매립장 사용종료를 대비해 체계적인 추진방안을 모색해야한다"고 보도자료를 내기까지 해 빈축을 샀다.

문제는 복환위가 이날 현장을 방문한 금고동 위생매립장은 대전시의회 산업건설위원회 소관 피감기관으로 복환위가 타 상임위 소관 현장을 방문해 행정사무감사를 벌인 꼴이됐다.

금고동 위생매립지는 대전도시공사 소속으로 상임위 업무분장에 따라 시의회 산업건설위원회로 분류돼 있다.

이날 복환위가 매립장을 찾아 질의와 답변을 들은것은  산업건설위원회가 같은 현장을 방문했을때 자칫하면 현장방문이 겹치는 상황이 벌어지는데다 해당 기관이 이중으로 행정사무감사를 받는 일이 벌어질 수 있는 것이다.

복환위의 금고동 매립장 방문사실이 알려지자 시의회 일각에서는 복환위가 타 상임위원회와 별도의 상의나 양해를 구하지 않고, 소관 상임위를 무시하는 월권을 행사한 것 아니냐는 지적이 나오고 있다.

익명을 요구한 한 대전시의회 산업건설위원은 "이번 복환위의 현장방문은 매우 불쾌한 상황"이라며 "소관 기관을 무시하고 현장 방문을 한 것은 해당 위원회를 무시하는 것과 다름없다"며 불만을 나타냈다.

그러면서 산업건설위원회가 교육위 소관 대전시교육청 간부공무원을 소환 한것 때문에 교육위로 부터 핀잔을 들었다는 말을 상기 시켰다.

한편 이날 현장 방문에 나선 한 복지환경위원은 "이금선 의원이 지역구라며 꼭 방문해야 한다고 요청했던 것으로 알고 있다"며 "자칫하면 이중 방문이 될 수 있다고 의견을 전달했지만 이를 무시한 채 강행된 것 같다"고 해명했다.

복지환경위원회가 상임위 소속 의원의 민원을 들어주기 위해 복횐위원 전체가 지탄받는 일을 만들었다는 지적을 피할 수 없게됐다.
