김태흠 충남도지사가 16일 부여·청양 지역 특별재난지역 선포를 정부에 요청했다고 충남도가 밝혔다. 

 

김 지사는 이날 민선 8기 첫 시군 방문 일정인 금산 방문에 앞서 집중호우 피해 현장 점검과 주민 위로를 위해 부여를 찾은 이상민 행정안전부 장관을 만났다. 

 

부여 지역은 13일부터 14일 오전 6시까지 77㎜의 비가 내렸고 은산면에는 14일 새벽 1∼2시 시우량 115㎜에 달하는 집중호우가 쏟아져 실종자가 2명 발생하고 시설하우스와 주택이 침수되는 등 피해가 컸다. 

 

이번 호우로 인해 발생한 도내 농작물 침수 피해는 16일 오전 6시 기준 총 688.3㏊로 집계됐으며, 이 중 460.8㏊가 부여 지역에서, 195㏊가 청양 지역에서 발생했다. 

 

현재 부여·청양 지역 피해 현장에는 지역 공무원과 경찰·군인, 자원봉사자가 피해농작물 제거, 피해 주택·시설 정비 등 긴급 복구 작업을 펼치고 있다. 

  

이날 이 장관의 부여 지역 현장 방문에 동행한 김 지사는 함께 은산면 일대 침수 피해가 발생한 주택 및 시설하우스를 살피고 피해 농가를 위로했으며, 실종자 수색과 응급 복구에 힘쓰고 있는 현장 관계자들을 격려했다. 

 

아울러 김 지사는 이 장관에 부여·청양 지역 특별재난지역 선포를 요청하고 공공시설 복구비 지원을 건의했다. 

 

특별재난지역은 대형 사고나 자연재해 등으로 피해가 큰 지역의 복구 지원을 위해 대통령이 선포한다.

 

특별재난지역으로 선포되면, 주택 전파·유실 1300만 원, 반파 650만 원, 침수 100만 원, 세입자 입주보증금·임대료 300만 원 가운데 80%가 국비로 지원된다.

 

공공시설 복구비는 최대 88%까지 지원받게 되며, 농경지 복구비와 농림시설 파손에 대한 지원도 국비가 확대된다.

 

간접 지원으로는 △건강보험료 경감 △통신요금 감면 △전기요금 감면 △도시가스요금 감면 △지역난방요금 감면 등이 있다.

 

김 지사는 피해 최소화를 위한 신속한 복구 작업과 함께 기상상황을 지속 관찰해 추가 피해 우려지역을 예찰하는 등 대비책을 추진토록 하겠다며 정부의 관심과 지원을 요청했다. 

 

한편 이 장관은 부여 지역 방문에 이어 청양 피해 지역으로 이동해 이필영 행정부지사와 청양군 남양면 온직천 일대 유실 도로 및 침수 농경지의 피해 현황도 살폈다.
