한국수자원공사는  8일 순천시에 위치한 주암댐지사에서 가뭄 대응을 위한 전사 대책회의를 개최하고 남부 지방을 중심으로 지속되고 있는 댐의 가뭄 상황 및 용수공급 대책을 점검했다.

 

이날 회의는 박재현 한국수자원공사 사장 주관으로 본사와 유역본부(영ㆍ섬, 낙동강), 주암댐, 안동댐-임하댐 등 가뭄상황에 대응 중인 주요 댐 지사들이 참여해 각 권역 및 댐별로 가뭄 상황을 공유하고 향후 댐 운영계획 및 용수공급 대책을 논의했다.

 

올해 기준 수자원공사가 관리 중인 34개 댐(다목적댐 20개, 용수댐 14개) 강수량은 예년의 72%(금년 561㎜ / 예년 776㎜) 수준이다.

 

특히 남부지역 댐은 계속된 강우 부족으로 가뭄상황이 계속되고 있는 상황이다.

 

유역별 댐 강수량(1.1.~8.7.)을 보면 △한강유역 102%(금년 675㎜/ 예년 661㎜) △낙동강유역 58%(금년 444㎜/예년 769㎜) △금강유역 64%(금년 487㎜/예년 755㎜) △영산강・섬진강유역 70%(금년 609㎜/예년 874㎜)이다.

 

댐 저수량의 경우, 전국 34개 댐 저수량은 예년의 92% 수준이나 한강유역(예년의 112%)을 제외한 낙동강유역(예년의 74%), 금강유역(예년의 84%), 섬진강유역(예년의 64%) 댐 저수량은 예년보다 부족한 상황으로 총 11개 댐을 가뭄단계로 관리하고 있다.

 

공사는 △‘심각’단계 운문댐 △‘경계’단계 보령댐, 주암댐, 수어댐 △‘주의’단계(6) 밀양댐, 평림댐, 안동댐・임하댐・영천댐, 합천댐 △‘관심’단계 연초댐으로 분류했다.

 

공사는 그동안 관계기관 협의를 거쳐 가뭄단계로 관리  중인 댐의 하천유지용수 등을 감량하여 댐 용수를 비축하는 한편, 댐 간 연계 운영, 하천수 취수, 농업용 저수지 등 지역 수원을 활용한 대체공급 등의 가용대책을 총동원해 댐 용수를 관리하고 있다.

 

이러한 선제적 대책 시행에도 불구하고, 계속된 강우 부족으로 인해 남부지방 중심으로 가뭄상황이 지속함에 따라,이날  회의를 통해 가뭄 대책들을 종합적으로 재점검하고, 나선 것이다. 

 

장기 가뭄에 대비해 댐-댐, 댐-하천 등 수원 간의 연계운영을 확대하는 등의 용수비축 계획과, 관계기관 협업을 통한 물 절약 추진 등의 다각적인 방안을 논의했다.

 

박재현 사장은 “남부지방에 가뭄상황이 계속되고 있는 만큼, 장기 가뭄 상황까지도 고려해 관련 피해예방을 위해 전사적 총력대응이 필요한 시기”라며 “가뭄대응은 특히 협업이 중요한 만큼, 정부・지자체 등 관계기관과 긴밀히 협력하고, 댐 운영에 만전을 기하여 줄 것”을 당부했다.
